  When is your budget outdated? The day you write it. I have worked with creating budgets in large corporations and was amazed that we still adhered to the old way of allocating resources. Luckily there are individuals and companies that have examined this under a magnifying glass and have changed the way they allocate resources.

I am proud to announce that my previous employer (Statoil) had a board decision to remove the budgets, and to implement event-driven resource allocation, target-setting, and prognosis updates. It is the business event that occurs externally that controls our business environment - not us setting the major routes for our businesses.

Well known Management guru Tom Peters is known for his "pull no punches" style and simple, practical advice. Here is his not so subtle message for organizations that don't invest in regular employee training: Companies that don't encourage employee education of all kinds are "dumb"! I told you he didn't pull any punches. While "dumb" is a subjective evaluation, many researchers have objectively confirmed that training not only leads to a better educated and motivated workforce, but can also produce dramatic improvements in bottom line results.

In many of the companies that have abolished traditional budgeting, the balanced scorecard has become a true cornerstone in the new management process, instead of a competitor to the traditional budget with the two often sending conflicting and confusing signals to bewildered managers. Leaving the budget in Statoil in 2005 resulted in a turbo-charging of our scorecard process, after having operated with budgets and scorecards in parallel since 1997. Now the organisation realised that we were serious about the scorecard, it was no longer just a new box on top of all the old ones.

One of my favorite parts of delivering talks on the Balanced Scorecard is the venerable question and answer period, during which the audience grill me with queries large and small on everything Balanced Scorecard, and occasionally beyond. However, at some point in virtually every session someone will throw me a curveball, a question that makes my knees buckle like a badly fooled batter, as I search for the best response.That question is simply, “How do I get a reluctant or disinterested executive to pay attention to, or sponsor, the Balanced Scorecard?”

Over the last dozen years or so, I've had the good fortune to be part of hundreds of Scorecard implementations around the globe, first as a Balanced Scorecard pioneer (I was the Scorecard champion at one of the earliest Scorecard Hall of Fame implementations) and now as a consultant and writer on the subject. A simple principle that has been my constant guide during that time is one espoused by the great inventor/artist/philosopher (he has more slashes than a horror movie), Leonardo da Vinci who described himself as a "Discepolo della esperienza," or disciple of experience . For me that state of mind translates to learning something new from every single engagement of which I'm fortunate enough to contribute.

When it comes to advice about choosing Balanced Scorecard software, most writers and practitioners tend to focus their examination on an organization’s perceived technical requirements, spending pages outlining what the prudent investor should look for in the way of analytics, compatibility with other systems, drill-down capabilities, and dozens of other intricate considerations. No one will dispute the importance of a robust technical environment, and, in fact many software vendors rely almost exclusively on their product’s technological functionality to win over new clients. But is a technologically advanced solution really what you need from a Scorecard software solution?

In my country we recently had the national election. What amazes me is that all the political parties are so positive about the results. Each party claim to be the winner. Quotes like "we improved compared to the last poll", "we improved compared to last election","we improved in the western part of the country", "we are the winners." All found something positive to focus on when commenting the result of the election.
